Between the points I and Y on the plan, there

exists a summit in the present road approached by somewhat steep gradients from either side. It is of importance that this should

be removed; otherwise, after Morrison Hill has been cut down,

there would remain a high mound, occupied by the road and bordered

on the south side by houses, which would interpose between the

newly levelled area and the flat land adjoining Praya East and

which would form an obstruction to easy communication with the

surrounding property.

Sir C. P. Chater has proposed that, in return

for obtaining the necessary material for the Praya East Reclama- -tion Scheme under the most favourable conditions, namely, by the cutting down of Morrison Hill, the cost of reswaing the lots edged in blue should be defrayed out of the Reclamation Fund. This would admit of the levelling of the entire area and, after that had been accomplished, the areas coloured red and cross-hatched red on the plan would be disposed of for the benefit of the Reclamation Fund.

the Wanchai Road would be improved both in level and alignment, area cross-hatched in red on the plan becoming available for in- -clusion, subject to payment of premium and Crown Rent, with the adjoining lots to the north.

I entirely concur in Sir C. P. Chater': s pro- -posal, which renders the scheme a complete one, and, as much stone will be required for the purpose of constructing the sea- -wall &c., and stone is known to exist between X and Y, the arrangement should prove beneficial to the Marine Lot Owners. The estimated expenditure involved in carrying out this section of the

work is as follows:-
